How Many Dogs or Cats Can You Own in Oklahoma?

In the state of Oklahoma, the maximum number of dogs or cats you can have in one household depends on the municipality in which you reside. This is because there is no statewide law in the Sooner State regulating the number of pets residents can own. In most Oklahoma cities, households are limited to four dogs and cats. To find out how many dogs or cats you can have in Oklahoma, check your municipal code or contact your city clerk. Below are some Oklahoma cities and the number of cats and dogs they allow residents to own.


Two dogs and one cat

Oklahoma City, OK

In Oklahoma City, each household is limited to four dogs or four cats, two dogs and two cats, or any combination of both animals not exceeding 4. However, you may keep puppies that are less than six months of age. To exceed this limit, you must first obtain a kennel license, which is subject to certain requirements. 

Oklahoma City Code required rabies vaccination for dogs and cats. Dog owners in the City are prohibited from allowing their dogs to molest passersby, chase vehicles, or continuously bark, howl or otherwise disturb the peace of neighbors.

Additionally, Oklahoma City pet owners are required by law to immediately remove and properly dispose of any feces left by their pets upon any sidewalk, public park, alley, or other places open to the public within the City.

Tulsa, OK

The City of Tulsa limits each household to a combined total of five dogs and cats over four months of age. For example, you can have three dogs and two cats or three cats and two dogs in your Tulsa home. A "Hobbyist Exemption" permit is required to own more than a combined total of five dogs and cats in Tulsa, OK. Every dog and cat over four months of age must have a current city license and a current vaccination against rabies. Additionally, every female dog and cat "in heat" are required to be confined in a building or secure enclosure.

Norman, OK

In the City of Norman, residents can keep a maximum of two dogs and three cats on any lot or premises, provided that the animals are unsterilized. No more than one litter of puppies or kittens may be kept on any lot or premises within the city of Norman. You can own a maximum of four dogs and 6 cats in Norman, provided all the animals are sterilized, according to the city's Municipal Code.

All cats and dogs in Norman must be vaccinated against rabies and licensed within 30 days of being in the City. Norman pet owners must not knowingly or unknowingly allow their dogs to be at large anywhere within the City limits. Unless a cat is altered, it must not be permitted to be at large anywhere within the City.

Edmond, OK

The City of Edmond permits no more than four cats and four dogs per household. All cats and dogs in Edmond are required to be vaccinated against rabies and have a current city license. All cat and dog owners in Edmond are prohibited from allowing their animals to be at large at any time within the City. Edmond has a leash law, which requires that all dog owners keep their canines under their immediate physical control by means of a chain, rope, cord, or leash of not more than six feet in length.

Lawton, OK

A Special Handlers Permit is required to own four dogs and three cats or any combination of dogs and cats not exceeding 7 in the City of Lawton. All dogs and cats living within the City of Lawton are required by law to be licensed and vaccinated. It is unlawful for any Lawton pet owner to allow their dog or cat to run at large in the city. A dog or cat is deemed to be running at large in Lawton if it is not confined and not under the physical control of its owner. Furthermore, Lawton pet owners are required by city ordinance to either have their dogs and cats spayed or neutered or have a "B" license for an intact dog or cat.

Moore, OK

In the City of Moore, each household is limited to 4 pets. You may either have two cats and two dogs or three dogs and one cat, or any combination of both animals not exceeding 4 in your house. Moore pet owners are required to obtain a City License from the Moore Animal Shelter for their dogs and cats. Before a license tag is issued, Moore pet owners must present proof of a current Rabies Certificate.

Midwest City, OK

In Midwest City, OK, no more than four animals are allowed in one household. All cats and dogs must be vaccinated and registered with Midwest City. Dog owners in Midwest City are required by law to keep their dogs in such a manner that they do not constitute a nuisance. A dog is deemed to constitute a nuisance in Midwest City if it overturns any garbage can, damages private or public property, is repeatedly at large, attacks other animals, molests passersby or passing vehicles, or trespasses on any school ground.

  • Bethany, OK: Households are limited to 4 dogs or cats
  • Claremore, OK: Households are limited to 5 pets, of which no more than 3 can be dogs
  • Sand Springs, OK: 3 dogs or cats per residence
  • Durant, OK: A maximum of 4 dogs and 4 cats
  • Altus, OK: 4 dogs and/or cats
  • McAlester, OK: 4 dogs and/or cats
  • Chickasha, OK: A total of 6 sterilized dogs and cats in any combination
  • Ada, OK: 3 dogs and/or cats
  • Miami, OK: No more than 5 pets per residence
