How Many Pets (Dogs/Cats) Can You Own in Virginia?

Virginia state law does not restrict the number of household pets you can have. However, individual municipalities within the Old Dominion State may have their own restrictions. Some Virginia cities allow no more than four adult pets per residence. Check with your city or county to determine how many cats and dogs are permitted per residence in your locality. Meanwhile, here are some Virginia cities that have pet limit laws.

1. Virginia Beach, VA

In the City of Virginia Beach, no more than 4 dogs are allowed per residence. The City's animal ordinance requires every dog and cat over 4 months of age to have a dog or cat license. As per the City's website, no license will be issued "where it is known that there are more than 4 dogs at one residence." You may obtain a dog or cat license by making an oral or written application to the city treasurer. Proof of rabies vaccination is required to obtain a dog or cat license. Virginia Beach's municipal code does not restrict the number of cats you can own.

2. Chesapeake, VA

You may own 4 cats or 4 dogs without a permit in Chesapeake, Virginia. Per City Ordinances, the keeping of 5 or more cats or dogs over four months of age is deemed a cattery or kennel. A cattery or kennel permit is required to own more than 4 cats or 4 dogs in Chesapeake. Every Chesapeake dog and cat owner is required to have their animals vaccinated and licensed.

3. Norfolk, VA

You may keep a maximum of 4 adult dogs and 4 adult cats in any one dwelling unit or premises in the city of Norfolk, VA. In addition, you may keep no more than 4 rabbits, as permitted by the City Code. It's unlawful for you to own in the city a dog or a cat 4 months old or older unless the animal is licensed. Every cat, dog, and ferret over the age of 4 months kept in the city must be vaccinated.

4. Newport News, VA

Without a permit, you may keep four domesticated animals (dogs and/or cats) in any residential unit within Newport News, VA. As per the City's website, you may not exceed this limit without first receiving permission from the Department of Codes Compliance at 757-926-8861. All dogs and cats kept in Newport News are deemed personal property, according to the City Code. If your dog or cat is injured or killed by any person, you're entitled to recover the damage done thereto in an appropriate action at law from such person.

5. Roanoke, VA

In residential areas of the city of Roanoke, VA, no more than 4 dogs are allowed per household. This restriction, as per Roanoke's municipal code, does not apply to dogs under 6 months of age. It also does not apply to dogs kept on any parcel of real property zoned RA, Residential-Agricultural District. No more than 4 cats may be kept on any parcel of real property zoned for residential. The only exception to this regulation is if the cats have been spayed or neutered, in which case you may keep a total of 6 cats.

6. Portsmouth, VA

The number of dogs you can keep in any one dwelling unit or premises within the city of Portsmouth, VA, is limited to 5. This limitation only applies to dogs above the age of six months, according to the City Code, which does not restrict the number of cats you can own. However, it does require all cats and dogs four months old or older to be vaccinated or inoculated against rabies.

7. Manassas, VA

Each dwelling unit within Manassas, VA, is limited to 4 cats or 4 dogs or any combination of dogs and cats not exceeding 4 in total. According to the Manassas City Code, this restriction does not apply to any person authorized to operate a kennel, nor to dogs under 4 months of age. No dog is allowed to run unrestricted in the city of Manassas. All dogs in Manassas are required to be licensed but cats are not.

8. Mechanicsville, VA

In Mechanicsville, Hanover County, Virginia, there is a limit on ownership of dogs in areas zoned for residential use. As per Hanover County Code, no more than 5 adult dogs may be kept on any parcel zoned AR-1, AR-2, AR-6, RC, R-1, R-2, R-3, R-4, R-5, R-6, and RS. All dog and cat owners in Mechanicsville are required to have their pets vaccinated for rabies by a licensed vet. The Hanover County Code does not restrict the number of cats that a residential household can have.

9. Falls Church, VA

The City of Falls Church's municipal code limits each dwelling unit to 7 companion animals. Of those 7 companion animals, no more than 3 may be dogs and no more than 4 may be cats. In order words, each dwelling unit in Falls Church, VA, is limited to 4 cats and 3 dogs. This limitation, however, does not apply to dogs and cats under 4 months of age, nor to any person authorized to operate a kennel.

10. Salem, VA

In the City of Salem, VA, you're allowed to keep a maximum of 3 cats and 3 dogs at your residence. The pen of a dog primarily kept outside must not be located less than 50 feet from the dwelling or other structure used for human habitation of any other person. In addition, such a pen is required to at all times be kept so clean and free from offensive odors as not to disturb any neighbor's enjoyment of his property. As required by the Salem City Code, you must license your pet dog or cat once it reaches the age of 4 months.
